asking about rule

about submission :
1. "A link to the Application."
if my application running on phone . how can I submit a link to my apps ? or I just submit the video link ?
2. "use at least one of the data sets from NYC Open Data"
what does use mean? is it real time or just take the data manually and input it into our apps . ?
3. "about the app"
does it must running on iphone ? can I submit an app that is running on windows phone ..
